		<description>In short: the opposing view believes (knows, actually) that as cuprous oxide leaches from the paint, it converts to cupric oxide which is the stable form of copper in the environment and therefore not bio-available.  What governing bodies should be concerned about is the level of bio-available copper in the waterways, not totaly copper.
